ABSTRACT The material contained there in, is an analysis of the contributions of LOOP to sub-counties in Uganda. The study was primarily conducted to collect and analyze data about the topic of discussion mentioned above by assessing the contributions of LG programmes to sub counties in Uganda. Other objectives of the study were to; find out LGDP projects that were under way in Nabiswera sub county, Nakasongola District. To know the sources of revenue for local governments, to know the problems and challenges experienced by stake holders while designing and implementing LGDP projects in the sub-county. The study findings are a result of a sample selection of respondents from which data was collected. Focus group discussions comprising of LG beneficiaries, District and sub-county Officials and Technical planning personnel were identified as distinct groups of people who offered a lot of data that was relevant to the research study. The sample size was selected using both random and purposive sampling techniques. The sample size was investigated using questionnaires and face to face interviews. Some questionnaires were self administered while others were researcher-administered. The gap between the highly educated class and the least educated majority (26.7%), indicated that, there is a difference in the understanding of LGDP, so there is need for more sensitization in order to achieve beneficiary participation in the sub-county. As a result of the study, :findings revealed that, although LGDP as contributed tremendously to the development of sub-counties in Uganda, there still exist gap for improvement. Therefore the study recommends that; more emphasis should be put on devolution decentralization, early release of funds and improving the relationship among stake holders in order to achieve the much sought for, poverty reduction agenda
